National Independent Fire Alarm Distributors

I am working in a municipality that is not enforcing the minimum NFPA/IFC state requirements for large multifamily residential projects. Specifically, this pertains to the low-frequency sounders required in all sleeping spaces (minimum 75 dB at the pillow) and the ADA hearing-impaired requirements.

With these projects being design-build, how would you approach enforcing these standards? I want to ensure compliance but dislike losing projects due to strict enforcement of minimum requirements.
